Arbor Education and Training is a leading provider of workforce development services to youth, employers, and communities nationwide.
Arbor Education and Training operates the Indio Win Youth Opportunity Center by offering quality services to at-risk youth ages 16 – 21.
Our service delivery models are designed to meet Workforce Investment Act (WIA) performance measures and are customized in response to meet the needs of the youth by encouragement and motivation.
We operate in an environment established to promote empowerment to our youth. We creatively and responsively address youth needs. We assist youth to overcome challenges by offering our ten program elements: Tutoring, Summer Employment, Support Services, Follow-up Services, Alternative Secondary School Services, Work Experience, Occupational Skills Training, Leadership Development, Guidance and Counseling and Adult Mentoring.
Working in cooperation with community partners, we provide academic and vocational development opportunities for all youth populations. Our partners: Coachella Valley Women Business Center, College of the Desert (Center for Employment and Development), Center for Employment and Training, Esperanza Youth and Family Center, Incight, Indio Performing Arts Center, Jason Farmer, National University Academy, Patricia M. Drown and the Student Assistance Program.

The Indio Win Youth Opportunity is a Continuous Quality Improvement Certified center. Win staff has quality practices in place to assist all customers. Continuous Quality Improvement (CQI) enables staff to excel by constantly aiming for excellent customer services and innovation of new services. By being a CQI center it encourages staff to always be creative. At Indio we gather data and conduct analysis of opportunities for improvements and strengths. Continuous Quality Improvement assist the center to develop a strategic plan and ensure the ability to leverage resources; which enable the center to help more youth and businesses.
Planet Youth (Lake Elsinore)
California Family Life Center, the lead agency for Planet Youth, provides education and workforce development services for vulnerable youth including but not limited to juvenile offenders, group home youth, foster youth, youth aging out of foster care, kinship care, youth with disabilities, high school dropouts, and pregnant and parenting teens. The Planet Youth Opportunity Center (YOC) allows for program operations to be centralized and provides easy access for youth in the community and surrounding areas. The YOC has 3,200 square feet of space with a flexible floor plan that includes a conference room to conduct workshops, a computer lab with 20 computer stations, and office space for partnering agencies. Many other youth centered services are provided at the YOC and include; high school credit recovery, tutoring, vocational training, leadership development, community service projects, recreation and arts/culture workshops, and health education.
In an effort to provide the business community with work-ready employees we are using innovative and creative techniques that will grab youth's attention and hold their interest, while they develop the necessary skills to compete in the 21st Century workforce. Our collaborating partnership includes Mt. San Jacinto College, Lake Elsinore Unified School District, Riverside County Office of Education, Worth Visual Arts, Lake Elsinore Sheriff's Court Diversion Program, Boys and Girls Club of Southwest County, Smooth Transitions Inc., and Nexus Consulting. Through our partnership we have developed efforts to help improve the economic environment in our local community and provide a significant investment in the workforce of our future.

An example of great opportunity generated from the CQI certification process is our partnership with Mt. San Jacinto College to bridge high school dropouts into postsecondary education through the creation of a project called Student Success. Low-income, disconnected 16-24 year olds with little or no work experience are the focus of the partnership. With funding provided by the James Irvine foundation and Public /Private Ventures as the intermediary, CFLC's Planet Youth has entered into a unique partnership with MSJC to connect these youth to higher education. MSJC Student Success Mentor's begin by identifying the youth's educational and career goals and barriers and behaviors that prevent them from finishing high school. In pursuit of these goals youth are supported as they prepare and test for GED or gain credits to achieve their high school diplomas and then begin the college enrollment process. Currently over 19 of these disconnected youth are enrolled in college.

We assist youth to overcome their challenges and obstacles by providing: Comprehensive Guidance and Counseling, Mentoring, Work Readiness, Paid Work Experience, Career Exploration, Incentives, Occupational and Advanced Training, Leadership Development, Job Shadowing, Basic Skills Tutoring, Secondary Education, Post Secondary Education, Summer Work Experience, Recreational Services, Job Search and Referral Assistance.

Rubidoux Youth Opportunity Center
California Family Life Center (CFLC) a non-profit youth serving agency is the lead agency of the Rubidoux Youth Opportunity Center who provides core services to include recruitment and outreach services to at-risk youth (targeting out-of-school youth), intensive case management, referral and resources, follow-up activities, administration, and fiscal management. The Youth Opportunity Center (YOC) has 13,634 square feet of space that houses a conference room to conduct workshops, a computer lab with 12 computer stations, and a large basketball gym for recreation activities for youth and their families, a state of the art sound studio, and classroom space for educational and vocational training. The Rubidoux YOC provides career development services linking at-risk youth ages 14 to 24 to paid work experience, helping youth upgrade their education and work readiness skills, offering personalized job search assistance and guiding youth to succeed in the workplace.
The collaborating partnership includes Riverside County Office of Education (RCOE), Alternative Schools, Riverside Community College District-Riverside City College, Worth Visual Art Education, Jurupa Unified School District, Smooth Transition, Stewart SMPS Pro, Small Wonder, Riverside Community Health Foundation, Nexus Consulting, and One Stop Diversion. The collaborating agencies have many years' experience with youth programs with a focus on youth development, education and employment opportunities. Each of the collaborating agencies within the partnership offer unique approaches to providing youth services. It is through the Rubidoux YOC that these agencies join together and bring experience, resources, and a strong commitment of working together, to provide high quality services for youth in the community. Our community partnership provides social support for youth and increases their personal efficacy. Our education component provides support to finish high school or complete equivalency degrees and encouragement to pursue higher learning. Preparing youth to enter postsecondary education includes exploring college options or advanced training. Our workforce development focuses to ensure a future workforce capable of meeting the needs of the 21st century and maintaining a prosperous economy and high quality of life in our region. The Rubidoux YOC places employment-ready youth in private sector internship and employment opportunities in our region. Our workforce development programs help businesses gain access to qualified candidates and provide young adults with training and jobs skills to advance their education and career.

An example of a great opportunity created through the CQI process is the focus that the Rubidoux YOC has on high school dropouts to help them gain their educational goals. Although we recognize there is no easy solution to the dropout crisis we provide multiple pathways to a recognized high-school diploma, GED credential, offer flexible open-entry and exit, provide opportunities to make-up missing academic credits, offer career-oriented curricula, provide support services, and offer postsecondary transition support to increase persistence and retention in education. Through our partnership with Riverside County Office of Education we connect youth for credit recovery through the "Come Back Kid"(CBK) program. The CBK includes preparing youth to pass the required California High School Exit Exam (CAHSEE). RCOE provides a teacher and tutoring assistance four days a week at the YOC. Especially for at-risk students, self-paced, personalized learning opportunities help them graduate and put postsecondary education within their reach. The CBK lead youth to a High School diploma as well as attainment of basic skills emphasis to pass equivalency tests, GED preparation program and GED testing.
